Job Description

Huntington Ingalls Industries (HII) Defense and Federal Solutions (DFS) group seeks a senior proposal manager to become a key member of its winning Virginia Beach proposal operations staff. We are a fast-paced and growing organization that needs someone with federal government proposal experience who can work closely with all levels of personnel to frame and deliver a high scoring proposal. This is a leadership position that will lead strategic proposals and act as a trusted advisor to capture teams. In that respect, the senior proposal manager will work with teams during pre-RFP to develop technical solutions, win strategies, winning strengths, and competitive assessments that become part of the winning bid. The proposal manager may also lead task order proposals and requests for information. Specific responsibilities include:

  • Develop and implement the proposal management plan aligned to capture strategy, strengths, themes, and discriminators.

  • Develop and own the proposal outline to allocate instructions and requirements in a compliant manner.

  • Develop and own the compliance matrix and is fully responsible for compliance with RFP requirements.

  • Design, assign, and reviews storyboards/outlines, graphics, and section drafts to ensure requirements are met in a compliant manner.

  • Focus on producing a winning document and/or oral presentation.

  • Direct writing efforts to achieve a persuasive, customer-focused, clear, and concise proposal.

  • Lead daily stand up calls, establishes color review plans, and addresses color review comments.

  • Work with volume leads to ensure cross-volume accuracy.

  • Support the corporate proposal approval process, as applicable.

  • Participate in lessons learned activities to contribute recommendations for process improvement.

  • Has judgement necessary to esclate critical issues and risks.

  • Assist with team initiatives, reviews, mentoring.

Essential Job Responsibilities

Develops, plans and schedules proposals. Compiles cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications. Coordinates the collection and accumulation of cost, scheduling, and performance elements from functional departments. Researches and analyzes historical data, develops cost models to support proposal efforts. Coordinates activities and participates in fact-finding meetings. Participates in should-cost and pricing reviews with management and customer representatives. Participates as a member of the contract negotiating team.

Minimum Qualifications

8 years relevant progressive experience with Bachelors in related field; 6 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 12 years relevant progressive experience.

Preferred Requirements

  • Proven experience with federal government proposals. Experience with FEDSIM written and oral/video bids preferred but not required.

  • Ability to guide good writing and, when necessary, step in and perform rewrites.

  • Exceptional communication skills across all levels of personnel

  • Experience with cross-functional team management.

  • Demostrated ability to thrive in a fast-paced and dynamic environment.

  • Shipley or APMP training

  • Experience with Microsoft tool

Physical Requirements

Minimal mobility, dexterity, or coordination required to operate business machines. Minimal lifting may be required.
